Gavrilova Yuliya Alexandrovna was born in 1977; she has a higher education. The general working experience is 15 years. In 2001 she graduated with qualification «Jurisprudence». In 2007 by the decision of the Committee on supervision and certification in the field of Education and Science she was awarded with the degree of Candidate of Law.
In 1998-1999 she had been a history teacher in public school #40 of Ust-Kamenogorsk city; since 1999 - Lecturer of the Department of Constitutional Law in East Kazakhstan State University; 1999-2000 – specialist of the scientific-practical center "Daryn"; 2000-2007 – senior lecturer, 2007-2011 - Candidate of Law, senior lecturer, since 2011 - Head of "Law and International Relations" department in KAFU.
In 2007 she defended her thesis on "Legal regulation of protection and use of transboundary natural objects (on the example of Kazakhstan Republic)" for the degree of candidate of Law under the guidance of Doctor of Law, Professor DL Baydeldinova on the specialty 12.00.06. - Environmental law, agricultural law, nature and resources law. The author of 67 scientific and methodical works, published in the press.
In 2008, on the subject of the research the monograph was published as well as teaching manual named "International Environmental Law". Yuliya Alexandrovna participates in the research work of the department to develop the topic of scientific research "Problems of development and harmonization of the Kazakhstan legislation in the context of the integration process”. She annually participates in international scientific-theoretical conferences, directs the preparation of student research papers, and has joint publications with students and undergraduates.
She also constantly works on improving the reading courses: "Environmental Law of the Republic of Kazakhstan", "Public International Law", "Private International Law", "International mechanisms for protecting human rights and freedoms", "Actual problems of international environmental law," "The ratio of international and national the rights of the Republic of Kazakhstan."
Yuliya Alexandrovna Gavrilova has the high level of executive discipline; she timely and faithfully performs the duties assigned.
In 2013, on behalf of the First Deputy of Minister of Internal Affairs M. Demeuov, the letter of appreciation was presented to her for flawless and devoted professional work.
In 2014 she received a letter of appreciation from the Director of JSC “Orleu” S.Z. Bayhonova for her contribution to the solution of methodical and practical problems of continuity in the "school-college-university" system.
In 2014, on behalf of East Kazakhstan region Akim B. Saparbayev she was awarded with a Diploma for the long-term faultless work in higher education, and a significant contribution to the training of highly qualified specialists.
Department of "Law and International Relations"
The Department offers training in the following programs: "Law", "Law and Economics", "International Relations", “Customs Affairs”, “ Law”, "International Relations", “ Law”.
The department provides professional training for those who plan working in educational institutions, commercial organizations, law enforcement agencies, representatives of international organizations, multinational companies, diplomatic and consular services.
The department hires highly professional faculty holding degrees of Candidates of Science, Doctor or PhD. Faculty of the Department regularly participate in intercollegiate, regional and international conferences and events, take professional training courses in KAFU and other research and professional educational institutions.
Faculty employment is carried out with consideration of research interests, level of teacher training and the amount of professional experience.
Best teaching practices are regularly discussed at faculty meetings. Young teachers are assigned to the skilled supervisors - the leading teachers with extensive practical and pedagogical experience.
Students of "International Relations" major take an active part in the student research project "The world through the eyes of a diplomat" and offer public lectures for high school and college students of Ust-Kamenogorsk. The main goal of the lecture is to introduce students to the basics of international relations and language skills training.
Among high school and college graduates there are students with high intellectual abilities and interests to the cognitive activity in the international relations sphere. Participating in such activities students can develop their creativity, analytical thinking, improve their understanding of the foreign states policy and develop skills for resolving international conflicts.
Every year students take an active part in the traditional "Week of Science and Art", where Contest in the history of Kazakhstan, round table discussions, competitions for the best student newspaper are held.

The Department pays much attention to the methodological support of the educational process. For all disciplines offered by the department there are course instructional support packs; teaching and methodical manuals and monographs, approved by the Republican Methodological and Educational Association (MES).
In the laboratory of “Criminalistics” students learn general provisions of forensic technology, forensic photography, trace evidence analysis, forensic ballistics, learn basics of criminal registration, forensic tactics. Students master skills of crime investigation, cooperation of investigator with bodies which carry out investigative activities; form and develop the ability of optimal solutions of various investigative and forensic problems; develop practical skills for the raising investigative leads, planning and organizational support of forensic operations.

Classes in “Court room” contribute to a better understanding of the categories used in the law of criminal procedure , as well as the nature and objectives of the criminal justice. During the course students learn the criminal procedure legislation and the principles of criminal procedure, evidence theories, the order of pre-trial proceeding, features of hearings in courts of first, appellate and supervisory jurisdiction, execution of a sentence, and also proceeding features of some certain categories of criminal cases.
Students also form the skills of evaluation of legally relevant circumstances and legal facts, as well as critically comprehend various approaches to the study of various criminally-remedial institutions.

In the courtroom, students get acquainted with stages of the civil process, form the practical work skills for certain types of proceedings, make up service documents. They identify the specifics of intervention of state agencies, local governments, organizations and individuals that protect the rights of others. Students develop the ability to draw the representative's authority; use coercive measures; collect, evaluate the evidences and bring it into the court.

There is special legal literature, laws and regulations, international treaties in “Laws and regulations” specialized classroom that contribute to formation of practical skills and techniques of work with textbooks, service documents, monographic and periodical publications.
"Law and International Relations" Department cooperates with law enforcement agencies, takes part in the discussion of the draft Anti-corruption Law. The annual meetings of the students in "Customs affairs" and "Jurisprudence" programs with representatives of law enforcement agencies contribute to strengthening cooperation between the "Law and International Relations" Department and legal agencies.
The faculty of the department cooperate with foreign universities, law enforcement agencies, government bodies and public associations.

Researches and Their Effectiveness
Department conducts researches on the “Development Issues and Unification of Kazakhstan`s Legislation in the Context of Integration Processes” and “Relevant Issues of Regional Economic Integration” themes. In 2013the themes were registered in National Center of Scientific and Technical Information.
Faculty`s research work within these themes are of initiative and searching nature. Main end results are thesis protection, monographs, teaching manuals, articles writing, making reports on scientific conferences, actualization of educational and lecturing material. Research results are documented in annual reports on faculty research activity.
Conditions and development perspectives of research work are regularly discussed on department sittings, educational seminars of faculty. Besides, the questions, concerning faculty`s research work are discussed, reports on and plans of faculty`s research work are approved during seminars, dedicated to theoretical issues.
One of the main fields of researches is work of professors on their doctoral thesis.
One of the greatest achievements of the department is defending doctoral thesis of Candidate of History, associated professor L. Veremchuck on October 25, 2013
Theme of thesis is “Issues of Social Revolution in the Historic Concept of Alexey Tokvil”.
Thesis were defended at Tomsk State University.
December 20, 2013 post-graduate student MalikKarazhanov successfully defended doctoral thesis on the “Conceptual Problems of Ecological Safety (Criminal and Criminological Aspects)
Senior teacher M. Khasenova continues to work on the doctoral thesis on the “Water Code of the Republic of Kazakhstan: Condition and Perspectives”.
Faculty publishes articles in different scientific editions and takes part in the conferences. Results of work are presented on different international and national scientific conferences and seminars.
As a part of research work, the positive tendency of increase of a number of publications with impact-factor is obvious. This is an evidence of relevant problems and issues, existing now. Results of KAFU young scientists researches are in demand not only within Kazakhstan, but also abroad.

- G. Kunanbaeva, Relevant Issues of Intellectual Property Protection in the Internet
- D. Khozhuganova published an article with impact factor in the Criminological Journal of Baykal State University of Economy and Law.

Results of researches are their implementation into practice. Leading teaches of department take part in negotiation of legislative acts of the Republic of Kazakhstan. For example, November 14, 2012 Candidates of Law G. Menzyuk and Yu. Gavrilova, and PhD K. Alembayev took part in round table, dedicated to discussion of the Law of Corruption Resistance of the Republic of Kazakhstan. Round table was organized by the Nur Otan party and Department for State Service. .
Round table participants - state employees, represntatives of law enforcement agency, political parties, mass media, community, sustained the necessity of the Law of Corruption Resistance enacting unanimously.
Traditional annual event is the Week of Science, taking place in March. Within this week, different events, such as Round tables, students contests on different subjects, contests of wall newspapers, show trials, presentation of monographs, teaching aids, designed by the faculty, writing of essays.
The most remarkable for students was the “Republic of Kazakhstan WTO” round table, in which students from Law and International Relations participated. Moderator of the round table was Doctor of History L. Veremchuck, experts - Candidates of Law G. Manzyuk and Yu.Gavrilova, teacher from the Law and International Relations department and first-year graduate-student
S. Muzhchil. The aim of the round table is to discuss procedure of establishment and membership in WTO, offer suggestions for improvement of the process of WTO entering by the Republic of Kazakhstan.
March 11-15, 2013, senior teachers of the Law and International Relations department N. Lyapunova and A. Abdrakhmanova hold annual contest on history of Kazakhstan among first-year students of all majors.
March 13, 2013 to support creative self-expression and personal development of students, intensify interest to future professional work, the contest for best wall newspaper with photos of students scientific life was hold among students of the Law and International Relations department. First- second-and third- year students of the Law Customs Study, International Relations, and Basis of Law and Economy participated in the contest.
February 26, 2014 Kazakh American Free University, Department of Home Affairs of East Kazakhstan, Department of Education of East Kazakhstan organized regional contest on Law among colleges of East Kazakhstan.
Teams from Semey College of Law and Arts, K. Nurgaliev Esat Kazakhstan Law College, East Kazakhstan College of Management and Technology, KAFU Collge participated in the ontest.

As a part of the “Femida” KAFU legal clinic work, headed by D. Kozhuganova, different events were organized, including: meeting of students society, dedicated to discussion of relevant legal themes of students` researches; round tables, dedicated to legal issues, work-shops on legal consulting and interview, free legal help for people, together with students of the Law major. Femida also organized a course of public speaking for its members to improve and third- year students of the Law Customs Study, International Relations, and Basis of Law and Economy participated in the contest
February 26, 2014 Kazakh American Free University, Department of Home Affairs of East Kazakhstan, Department of Education of East Kazakhstan organized regional contest on Law among colleges of East Kazakhstan.
In general, it can be said, that results of researches done at the university, show the trend of stable growth. But still, the following aspects must be improved:
- Conduction of joined researches at scientific consortium with national and international scientific centers and universities;
- Increase of number of publications in journals with impact-factor, authors’ certificates and patents;
- Promotion of faculty and students participation in scientific events;
- Promotion of faculty participation in scientific projects on budget and non-budget bases.
International collaboration and academic mobility of «Law and international relations» department
Academic mobility of the department is one of the strategic objectives of the "Law and International Relations" department development. Teachers and students cooperate with the neighboring and far abroad countries.
On October 15, 2012 as a part of international treaty between "Theory and History of State and Law" department of GASU and "Law and International Relations" department of KAFU signed on March 5, 2012, the delegation of the Kazakh-American Free University, represented by the head of the department, candidate of legal sciences Y. Gavrilova, PhD students – M. Khassenova, and M. Karazhanova arrived at Gorno-Altaisk State University. The purpose of the visit was to implement the idea of international scientific cooperation and sharing research and practical experience with fellow lawyers.
At the first day the Head of the Department of Theory and History of State and Law candidate of legal sciences, associate professor I. Ostapovich spoke about research, teaching, and methodological activities of the department.
The guests seemed to be interested in organization and conduction of the student modeled State Assembly - El Kurultai and "Model of the United Nations" for law students.
At the same day, there was a meeting with V. Manyshev - the Deputy Minister of the Environment Ministry of Forestry of the Altai Republic.
Vassiliy Manyshev spoke about the state and Environmental Protection in the Altai Republic and presented to the guests two volumes of “Red Book of the Altai Republic” (Volume 1- “Animals”, Volume 2 – “Plants”). As a result, a tripartite research agreement between KAFU, GASU and the Ministry of Forestry of the Altai Republic was singed. Also the idea of establishing a working group to improve legislation on the protection and use of transboundary natural sites was discussed.
At the faculty meeting of the Department of Theory and History of State and Law, colleagues from KAFU shared their experience of organizing teacher-guided students’ independent work.
Then, there was a meeting with Arzhan Bachishev - the deputy prosecutor of Gorno-Altaisk interdistrict environmental prosecutor's office. The meeting identified the problems of accountability for violations in the field of protection and use of natural resources. The obtained information can be used in the future for writing a thesis (Doctor of Law PhD).
As part of academic mobility program, Y. Gavrilova held a public lecture in "Environmental Law" for students of the correspondence department of the Faculty of Law. During the lecture she made a comparative analysis of the environmental legislation of the Russian Federation and the Republic of Kazakhstan and demonstrated a film about the state of the atmospheric air in Ust-Kamenogorsk (Kazakhstan). After that, the participants discussed issues of environmental activities in the Russian Federation and the Republic of Kazakhstan
Doctoral students benefited greatly from this internship: they learned about science and education in the Russian Federation, and received extensive information on their research topics
In 2012, associate professor L. Veremchuk, Ph.D, was the keynote speaker at the conference in the Altai State University (Barnaul, Russia) with the report "Alexis de Tocqueville on the background and causes of the American Revolution of the XVIII century."
In January 2013, associate professor Galina Menzyuk, Ph.D., participated in the extensive language training program in the Philippines
In March - April 2013, a second year Master’s student of "Jurisprudence" program S. Muzhchil successfully had a research training in V. Shukshin Altai State Academy of Education.
On April 21-2, 2014, Doctor of Historical Sciences, Professor Ludmila Veremchuk took part in the international scientific-practical conference "Ideological preconditions and political effects of European integration" (the Immanuel Kant BFU)
On October 3, 2014 the Head of the Department of "Rights and International Relations" Y. Gavrilova took part in the Russian-Asian Law Congress «Legal science and education in Russia and Asia" in Barnaul, Altai State University. Yuliya Gavrilova shared experience of transition of the Republic of Kazakhstan to the multilevel system of training. She also identified the problem of regulatory provision for continuing education in the Republic of Kazakhstan (for example, "college" - "university" transition). Fellow lawyers were interested in the experience of Kazakh-American Free University and in progressive Bologna educational reforms.
Students of "International Relations" programs annually have their internship and professional practice abroad in foreign diplomatic missions and consular offices.
