I. Results of the academic year of the Department of Law and International Relations: guest lectures

In September 2022, the Department of Law and International Relations adopted a plan of meetings with invited guests from the field of practical legal activity. These guest lectures have become useful for our students and teachers. Among our distinguished guests in the 2022-2023 academic year, the following can be noted (the position is indicated at the time of the guest lecture):

At the final meeting of the Department of Law and International Relations, it was decided that the work in this area was satisfactory. In the next academic year, it is planned to increase the number of guest lectures.

II. Results of the academic year of the Department of Law and International Relations: extracurricular activities

In the 2022-2023 academic year, the Department of Law and International Relations held the following events aimed at the cultural and legal development of students:

On November 17, 2022, the intellectual and legal quiz “Beard does not make a philosopher” was held among students of the educational programs “Law”.
On December 6, 2022, the Department of Law and International Relations organized an intellectual quiz among students of educational programs “Law” and teachers of the department, dedicated to the Day of Education of the Prosecutor’s Office of the Republic of Kazakhstan.
On December 10, 2022, a bowling game was held between teachers and students of our department.
On December 12, 2022, the Department of Law and International Relations organized an intellectual quiz on the discipline “Sociology” among first-year students.
On December 13, 2022, a football tournament among students was organized between the teams of KAFU and VKU named after S. Amanzholov.
On December 13, 2022, the quiz “Kazakhstan on the path of creation” dedicated to the Independence Day of the Republic of Kazakhstan was held at the KAFU Higher College. One of the organizers of this event was the teacher of the Department of Law and International Relations Zhunuspekov N.M.
On March 3, 2023, an event dedicated to World Writer’s Day was held.
On March 17, 2023, a table hockey tournament dedicated to Nauryz Meiramy was held at the Department of Law and International Relations.
On March 24, 2023, teachers and students of the Department of Law and International Relations took part in a remote format in the meeting of the Cinema Hall of the International Center for the Rapprochement of Cultures under the auspices of UNESCO.
On March 30, 2023, an intellectual quiz was held for students of our department on the topic “Friendship and brotherhood of the peoples of Central Asia”.
On April 28, 2023, the event «Persons of Culture of the East Kazakhstan region» was held, dedicated to the memory of cultural figures of the East Kazakhstan region.
On May 3, 2023, the psychologist of the private business school “Brig” Gushchina A.E. conducted a training session with elements of art therapy for students of our department.

It is worth noting the guest lectures of representatives of the sphere of culture and art for our students:

On February 22, 2023, the head of the continuing education department in the field of culture of the “Center for Combination of Cultures under the auspices of UNESCO” Bil T.Yu. in the distance format performed.
March 3, 2023, the musician and writer Mukanov Batyrkhan became an invited guest.
On March 28, 2023, an interesting motivational meeting with students was held by member of Ust-Kamenogorsk Maslikhat, Israilov R.D.

One of the areas of extracurricular work of the Department of Law and International Relations is the organization of excursions. In the 2022-2023 academic year, the following events were held in this direction:

On December 14, 2022, students of educational programs “Law” visited the educational and forensic training ground of the Police Department of East Kazakhstan region.
February 24, 2023 1st year students of educational programs “Jurisprudence”, “Law and law enforcement”, “Law and customs activity” visited a specialized inter-district court for minors of the East Kazakhstan region.
On April 6, 2023, students of the 1st and 2nd courses of the educational program “Law and Law enforcement” visited the police department of the East Kazakhstan region. Students get acquainted with the activities of the central operational management of the DP. Students also visited the Museum of the Interior.
On April 18, 2023, 3-year students of the OP “Jurisprudence” visited the specialized inter -district Economic Court of East Kazakhstan region as part of the open day.

In the direction of organizing events at the Department of Law and International Relations, the work was recognized as satisfactory. In the next academic year, it is planned to significantly increase the number of events.

III. The results of the school year of the Department of Law and International and Relations: Students’ Victories

At a meeting of the Department of Law and International Relations, KASU summed up the participation of students of our department in various competitions. Our students effectively showed themselves in the current academic year in various fields. With pride once again I would like to name the names of our winners.

2nd year student of the educational program “Law and law enforcement”, Arman Walkhan became a winner of the III International Student Internet Olympiad “Electoral Systems of the World countries”, which took place from September 15 to October 30, 2022.
On April 1, 2023, the regional Olympiad “Seytov іzbasarlary” was held at the VKO prosecutor’s office. The KAFU team took 3rd place. The composition of our team was Ildar Gabdullin (4 course), Zhantemir Ayupov (2nd year), Arman Walkhan (2 course), Kamila Skakov (2nd year), Ulan Erma Yernazarov (2 course).
On March 31, 2023, the Department of State Revenues of East Kazakhstan region was awarded the participants in the competition to create the best video on the topic “Formation of an anti -corruption worldview and knowledge of issues in the field of tax and customs legislation”. The winner was the KASU team, in which there were many students of the Department of Law and International Relations.
1st year student of the educational program “Jurisprudence” Arlan Toleukhan became the champion of Kazakhstan Nomad MMA. These competitions were held on May 6-7, 2023 in Karaganda.
On May 5, 2023, the East Kazakhstan Regional Court held the competition “Student project mediation. The experience of the present, the prospect of the future. ” The competition was attended by students of higher educational institutions of East Kazakhstan region, students in the direction of “law”. According to the results of the competition, students of the Department of Law and International Relations became prize -winners: Arman Walkhan (2nd year) took 2nd place, Ildar Gabdullin (4th year) took 3rd place.

Here are the most vivid victories of students of the Department of Law and International Relations in the 2022-2023 academic year. Each victory of our students glorifies Kasa! We are proud of our students and wish further victories and achievements!

IV. The results of the academic year of the Department of Law and International and Relations: Improving the Legal Culture of Citizens

Work to increase the legal culture of citizens is one of the most important areas of activity of the Department of Law and International Relations of Kas. In the 2022-2023 academic year, the following measures were held by our department aimed at raising the legal culture of residents of Ust-Kamenogorsk and the East Kazakhstan region:

in preparation for extraordinary elections of the President of the Republic of Kazakhstan in the period from October 3 to 10, 2022, for chairmen and secretaries of the territorial and precinct election commissions of the East Kazakhstan region, visiting training seminars on the topic “Legal foundations of the electoral process and organizing the work of election commissions during the elections of the President of the Republic of Kazakhstan”. The senior lecturer of the Department of Law and International Relations of Kasu, Muzhchil Savely Alexandrovich, acted as a freelance trainer of the branch of the Academy of Public Administration under the President of the Republic of Kazakhstan for East Kazakhstan region. He conducted an interactive discussion and analysis of cases on the topics “Elected Legislation: current trends and international experience”, “Features of the organization and holding of elections in the Republic of Kazakhstan. Responsibility for violations of election legislation” in the cities of Ust-Kamenogorsk and Ridder, Shemonaikhinsky, Glubokovsky, Ulan and Samara districts.
On January 19, 2023, the senior teacher of our department Adilmuratova Rita Adilmuratovna held a classroom hour on the topic “Teenager and the Law” for students of Lyceum No. 44 named after O. Bokey of Ust-Kamenogorsk. Our colleague introduced students to the concepts of adolescence, misconduct, offenses, crimes and punishments. The types of crimes and their legal consequences also explained to schoolchildren. Also, Adilmuratova R.A. Iintroduced students to the Constitution of the Republic of Kazakhstan, the Criminal Code of the Republic of Kazakhstan, the Code of the Republic of Kazakhstan on administrative offenses. Schoolchildren were asked questions related to knowledge of duties and legal liability, as well as human rights and freedoms to which they actively answered.
From February 13 to February 25, 2023, training seminars were organized for members of district and precinct election commissions of the East Kazakhstan region on the topic “Legal framework for the electoral process and organization of the work of district and precinct election commissions during the period of elections to the Mazhilis and Maslikhats of the Republic of Kazakhstan”. As a freelance trainer-teacher of the Branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the East Kazakhstan region, the senior teacher of our department Muzhchil S.A. acted, who conducted trainings in Ust-Kamenogorsk, the Altai region and the Glubokoe region.
On February 23, 2023, in the private business school “Brig” in Ust-Kamenogorsk, a meeting of students with the Deputy Head of the Department of the Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office of the Republic of Kazakhstan for the East Kazakhstan Region Olga Nikolaevna Koryachentseva and a senior lecturer of the Department of Law and International relations of KAFU Savely Alexandrovich Muzhchil. School students listened to a lecture on the topic “Prevention of delinquency among adolescents.” At the end of the meeting, the speakers held a quiz on the fundamentals of law.
March 29, 2023 senior lecturer of our department Muzhchil S.A. held a guest lecture on the topic “Human Rights” and an intellectual quiz on the basics of law at the East Kazakhstan School of Arts named after the Abdullin Brothers People’s Artists.
On April 20, 2023, in the private business school “Brig” in the city of Ust-Kamenogorsk, a meeting was held between students and the senior district inspector for juvenile affairs of the Irtysh police department in Ust-Kamenogorsk, police major Kurmysheva S.B. and senior lecturer of our department Muzhchil S.A. The speakers focused the attention of students on the concept, content of legal culture and its significance in the life of a person and society. Particular attention was paid to the prevention of bullying among students. Schoolchildren were told about the measures of legal responsibility for bullying.
On May 12, 2023, teachers of the Department of Law and International Relations Zhunuspekov N.M. and Muzhchil S.A. held a meeting with students of the “Regional specialized school-lyceum for children gifted in the field of mathematics, physics, computer science” East Kazakhstan region. The speakers had a conversation with the students to improve their legal culture, talked about the rights, freedoms and duties of a person and a citizen in the Republic of Kazakhstan. Our teachers also held an intellectual quiz for students.
At a meeting of our department, activities in the direction of improving the legal culture of citizens were recognized as satisfactory. In the next academic year, it is planned to strengthen work in this direction.

V. The results of the academic year of the Department of Law and International Relations: the conclusion of cooperation agreements

In the 2022-2023 academic year, the Department of Law and International Relations initiated the conclusion of several cooperation agreements between KAFU and various institutions. Among them are the following:

On December 9, 2022, the Strategic Partnership Agreement was signed between the Kazakh-American Free University and the Police Department of the East Kazakhstan Region. The KAFU President, Doctor of Chemistry, Academician of the National Academy of Sciences of the Republic of Kazakhstan Erezhep Alkhairovich Mambetkaziev and Deputy Head of the Police Department of the East Kazakhstan region, Police Colonel Medet Tasyrkhanovich Berdimuratov took part in the signing ceremony. Also, an Agreement was signed for professional practice, scientific internships in educational programs: “Jurisprudence”, “Law and Law Enforcement”, “Law and Customs”, “International Relations”. In addition, the parties signed an Agreement on the organization of an experimental scientific and methodological base of KAFU in the Police Department of the East Kazakhstan region. The purpose of creating the scientific and methodological base of the department is to improve the training of qualified specialists, strengthen the scientific, scientific, methodological and practical orientation of the educational process, as well as conduct joint scientific research and implement their results in practice.
In the current academic year, KAFU and the Office of the Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office of the Republic of Kazakhstan for the East Kazakhstan region signed an Agreement on strategic partnership (cooperation). The parties have concluded this agreement in order to establish and deepen cooperation in the field of education and science based on the principles of mutual respect, equality, institutional independence and mutual benefit of effective cooperation in the field of ensuring the quality of education.
An Agreement was also signed on the organization of an experimental scientific and methodological base of KAFU in the Office of the Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office of the Republic of Kazakhstan in the East Kazakhstan region. The parties agreed to create an experimental scientific and methodological base of the Department of Law and International Relations of KAFU in the Office of the CPS and SU of the GP RK in the East Kazakhstan region for educational programs implemented by the department. The purpose of creating the scientific and methodological base of the department is to improve the training of qualified specialists, strengthen the scientific, scientific, methodological and practical orientation of the educational process, as well as conduct joint scientific research and implement their results in practice.
In addition to the above agreements, an agreement was also concluded for professional practice, scientific internships in educational programs: Jurisprudence (bachelor’s degree, master’s degree, doctoral studies), Law and law enforcement (bachelor’s degree), Law and customs activity (bachelor’s degree).
In the current academic year, an Agreement was signed on mutual cooperation in the field of educational services between KAFU and Turan-Astana University. Within the framework of this agreement, various activities were carried out. So, on October 26, 2022, Senior Lecturer of the Department of Law and International Relations of the Kazakh-American Free University Muzhchil S.A. took part as a member of the jury in the lesson of the senior lecturer of the Department of National and International Law of the University “Turan-Astana” Yagmusova A.F. In the course of a practical lesson on the discipline “Operative-investigative activity” an intellectual quiz was held among the students. They were given practical situations to choose from, which needed to be clarified using various articles of regulatory legal acts and test tasks to consolidate the previously covered material. At the end of the lesson, the results were summed up. The teachers noted the students’ good knowledge of legislation and the ability to work in a team. The joint session was useful in the exchange of experience between the teachers of the two universities. And on January 6, 2023, Senior Lecturer of the Department of Law and International Relations, Master of Law, Muzhchil S.A. held a master class for young teachers of the capital’s university “Turan-Astana” on the topic “The role of guest lectures in dual education”. This event was held on the basis of the Agreement on mutual cooperation in the field of educational services between the Kazakh-American Free University and the University “Turan-Astana”. The speaker shared KAFU’s experience in organizing dual training and guest lectures. The event was also attended by a graduate of KAFU, guitar teacher Batyrkhan Mukanov, who spoke about the use of dual education in music education.
In 2023, an Agreement on cooperation in the field of education and science was signed between KAFU and the International Taraz Innovation Institute named after Sherkhan Murtaza. This agreement was concluded in order to further develop cooperation in the field of science and education, deepen scientific research, improve the quality of training specialists in the existing areas of training.
In 2023, a Strategic Partnership Agreement was signed between KAFU and the Department of the Correctional System in the East Kazakhstan region. In addition, an Agreement was signed for professional practice, scientific internships under the educational programs “Jurisprudence”, “Law and Law Enforcement”, “Law and Customs Activities” and an Agreement on the organization of an experimental scientific and methodological base of KAFU in the Department of the Penitentiary System for East Kazakhstan region.

Summing up the results of the 2022-2023 academic year, it is worth noting that on the basis of the concluded cooperation agreements, many joint events were held that are useful and relevant for all participants in the interaction.
