KAFU Faculty Participation in the Scientific Conference “Referendum and the Development of the Rule of Law: Socio-Political Aspects”

On March 31, 2026, a scientific conference entitled “Referendum and the Development of the Rule of Law: Socio-Political Aspects” was held at D. Serikbayev East Kazakhstan Technical University.

The purpose of this conference was to discuss current issues in the development of the rule of law and the role of referendums in the socio-political life of the Republic of Kazakhstan.

The conference featured speakers representing the Institute of Legislation and Legal Information of the Republic of Kazakhstan, Kazakh-American Free University, D. Serikbayev East Kazakhstan Technical University, S. Amanzholov East Kazakhstan University, and other organizations.

Yulia A. Gavrilova, Vice-Rector for Research and Postgraduate Education at KAFU, PhD in Law, and Associate Professor, presented a paper on “Referendum as a Mechanism for Constitutional Reform in Kazakhstan: International Experience and National Practice.”

Saveliy A. Muzhchil, Senior Lecturer in the Department of Law and International Relations and Head of the KAFU Legal Clinic, also presented a paper on “The Legal Status of the Vice President under the New Constitution of the Republic of Kazakhstan.”

At the end of the meeting, the conference participants exchanged views and emphasized the importance of the referendum in the development of the rule of law in the Republic of Kazakhstan.
