Legal Liability in Public Spaces and the Digital Environment

On October 22, 2026, a lecture titled “Legal Liability for Offenses in Public Spaces and the Digital Environment” was held for first-year students across all educational programs at the Kazakh-American Free University. The lecture was delivered by Rita A. Adilmuratova, a PhD holder and senior lecturer in the Department of Law and International Relations.

The event aimed to enhance students’ legal literacy, clarify the importance of complying with legislative requirements in public spaces and the digital realm, and inform them about the consequences of committing offenses.

During the lecture, the provisions of the Code of the Republic of Kazakhstan on Administrative Offenses were discussed, covering issues such as petty hooliganism, the use of profanity, harassing or pestering citizens in public, the use of tobacco products, e-cigarettes, and vapes in prohibited areas, and the dissemination of banned materials via mass media or online platforms. The lecture also addressed legal requirements regarding the performance of religious rites on the premises of educational institutions. Special emphasis was placed on the necessity of adhering to both national legislation and the internal regulations of the educational institution.

Furthermore, the lecture covered provisions of the Criminal Code of the Republic of Kazakhstan, which establish liability for acts including hooliganism, the dissemination of knowingly false information, separatist activities, the promotion and financing of terrorism and extremism, the distribution of materials that incite cruelty or violence, and actions aimed at inciting social, national, racial, or religious discord. The distinctions between administrative and criminal liability were explained to the students in a clear and accessible manner. Additionally, it was emphasized that every online post, comment, share, or message can carry legal consequences. The lecture was aimed at fostering a legal culture among young people, encouraging respect for public order, and developing skills for responsible behavior in the digital environment.
