KAFU’s Experience in Artificial Intelligence Presented at an International Conference on Digital Public Administration

On June 24, 2026, the International Scientific and Practical Conference “Public Administration in the Digital Age: Regional Aspects” was held in Ust-Kamenogorsk. It was organized by the Academy of Public Administration under the President of the Republic of Kazakhstan jointly with the Akimat of the East Kazakhstan Region. The conference brought together representatives of government agencies, the scientific community, universities, and expert organizations from Kazakhstan and abroad to discuss modern approaches to the digital transformation of public administration.

The Kazakh-American Free University was represented at the conference by Yulia V. Trofimova, Director of the Center for Information Support and Digital Educational Technologies, with a presentation entitled “AI Agents as a Tool for Digital Management and Service Transformation: KAFU’s Experience,” and Danil A. Fedotov, a first-year master’s student in Information Systems. The presentation focused on the practical results of developing and implementing intelligent AI agents based on local language models, which are already in use both at the university and in partner organizations.

The key projects of the KAFU AI-Sana ecosystem, which includes eight existing intelligent services supporting the educational process and administrative activities, were presented. Particular attention was paid to solutions developed for ‘Kazzinc’ LLP: ‘Kazzinc AI Translator’, a system for confidential translation of corporate documentation, and Kazzinc GPT, an intelligent constructor of profession matrices that significantly reduces the time required to prepare teaching materials.

The KAFU Senym AI project, an anonymous psychological support service for students based on a local language model, was of particular interest to the participants. The use of our own infrastructure ensures a high level of personal data protection and complies with the current requirements of the Republic of Kazakhstan’s legislation in the field of artificial intelligence. In her presentation, Yulia V. Trofimova emphasized that locally deployed language models enable the combination of digital transformation, data privacy, and digital sovereignty. The presented developments demonstrate the potential for the practical application of artificial intelligence not only in the educational environment but also in industrial enterprises, as well as the potential for their use in public administration.

The participation of the Kazakh-American Free University in the international conference confirmed the high level of the university’s scientific and practical developments in the field of artificial intelligence and digital technologies. The experience presented generated considerable professional interest among the event participants and demonstrated the potential for scaling up KAFU-developed solutions for use in government agencies, educational institutions, and other organizations in the region.
